The movie begins with Uday Singh's (Darshan Kumaar) training in IMA (Indian Military Academy), who has the potential to be one of the brightest cadets. However, he is haunted by the broken marriage of his parents Radhika and Raj Narayan Singh (Neena Gupta and Anupam Kher). Due to lack of discipline, Uday is demoted after which he leaves the academy.

Uday is upset with his father as he left him when he was just 5 years old. When he meets after a long time, we can see the bitterness between the bond as Uday behaves rudely with Raj Narayan. One day, he sees Sushil Rastogi (Satish Kaushik) talking to his father about the progression of his court case, which involves high government officials and a politician.

Raj Narayan also gets threats from goons of politicians. In a certain way, Uday comes to know that his father is suffering from cancer and maybe his bone marrow can save him. He slams his Raj Narayan for his wrong doings with him in the past, he says that he will give him his bone marrow but in return of 5 lakhs.

While he is on his way, Sushil meets him and that how his daughter Arya, who was a UPSC topper lost her life due to a political rally. After listening his story, Uday develops a soft feeling for his father and we see their equation taking a positive turn.

In the second half, we see a pacy courtroom drama with some emotional sequences where a question on the violation of fundamental right to live is discussed and how some laws are written on paper (Kaagaz) and are not implemented, which leads to tragic things for the citizens. Will Raj be able to help Sushil to get justice? For that you need to watch Kaagaz 2 in the cinemas.

Well, there are loopholes in Kaagaz 2, especially in the first half, where it takes too much time to establish the crux of the film but thanks to gripping courtroom scenes and performances of the ensemble, the second-half turns out to be a winner.

Satish Kashik shines as helpless father, who is now ready to go all out and fight for the justice for her daughter. In the climax, there is a monologue of the late star, which shows how impeccable kind of an actor he was. Anupam Kher gives a superlative performance and makes an indelible mark as Raj Narayan Singh. Darshan is restrained and delivers a nuanced performance. His camaraderie with Anupam Kher are one of the major highlights. Neena Gupta perfectly fits bill while Smriti's presence is like a breath of fresh air.

On the whole, Kaagaz 2 is a befitting tribute to Satish Kaushik with Anupam Kher and Darshan Kumar's superb act.
