Ukrainian President Volodymyr Zelenskyy found himself at the centre of an unexpected environmental debate after a simple act at a European summit caught the attention of social media users.

During a press briefing with European leaders, Zelenskyy picked up a plastic water bottle and twisted the cap open. Instead of leaving it attached to the bottle, he pulled it off completely and placed it on the table before taking a sip.

The small gesture went unnoticed at the event but quickly gained attention online, with users pointing out that the move technically went against one of the European Union’s most recognisable packaging rules.

What is the EU’s attached cap rule?

The requirement comes under the European Union’s Single-Use Plastics Directive, which requires plastic drink bottles of up to three litres to have caps that remain attached after opening.

The rule came into effect across EU countries in an effort to reduce plastic waste. Beverage companies, including major global brands, had to redesign their bottles and manufacturing processes to comply with the regulation.

For consumers, it means the familiar removable bottle cap has largely disappeared, replaced by caps that hang from the bottle even after being opened.

Why did the EU introduce the rule?

The EU says the regulation is aimed at tackling plastic pollution, particularly on beaches and in marine environments.

Loose bottle caps are among the common plastic items found during coastal clean-ups. Because they are small and lightweight, they can easily enter waterways and are often mistaken for food by marine animals.

Authorities also argue that keeping caps attached increases the chances that they are collected and recycled along with the bottle rather than being thrown away separately.

Despite the online attention, Zelenskyy did not face any penalty. Ukraine is not currently an EU member state, meaning the bloc’s packaging rules do not directly apply to him.
