OpenAI enters its third phase: Sam Altman says focus shifts from AI breakthroughs to real-world impact

Three and a half years after ChatGPT transformed artificial intelligence from a niche technology into a mainstream phenomenon, OpenAI says its mission is evolving once again.

In a new blog post, CEO Sam Altman and chief scientist Jakub Pachocki declared that the company has entered what they describe as its "third phase" of development. The focus, they argue, is no longer simply about pushing the boundaries of AI capability. Instead, the challenge now is ensuring that advanced AI can be safely deployed at scale and deliver meaningful benefits to people, businesses and economies worldwide.

The announcement offers one of the clearest indications yet of how OpenAI sees the next chapter of the AI revolution. While the company helped trigger the generative AI boom with the launch of ChatGPT in late 2022, its leaders now believe the conversation must move beyond model performance and towards practical impact.

From building AI to putting it to work

According to Altman and Pachocki, OpenAI's journey has unfolded in distinct stages. The first phase centred on fundamental research aimed at developing artificial general intelligence (AGI), systems capable of performing intellectual tasks at or beyond human level. The second phase focused on placing those technologies in the hands of users and learning how people interact with them in the real world.

Now, the company says, a new era has begun.

"Now we are entering the third phase," Altman and Pachocki wrote. "The economy is beginning to reshape around AI."

Rather than concentrating solely on creating increasingly capable frontier models, OpenAI says its priority is making those systems broadly available and genuinely useful. The company believes the next major challenge is ensuring that advanced AI becomes abundant, affordable, safe and easy enough for individuals and organisations to integrate into everyday life.

"Frontier capability is only part of the job," the pair wrote. "The bigger task is turning that capability into tools people can actually use to thrive."

The shift reflects a broader trend across the technology industry. As AI models become more powerful, attention is increasingly turning to how they can improve productivity, support scientific discovery and create economic value rather than simply outperforming benchmarks.

OpenAI says it is pursuing three long-term objectives: building an automated AI researcher capable of accelerating scientific progress, helping drive economic growth through AI-powered tools, and ultimately providing every person with access to a personal AGI assistant.

Safety, power and the future of AI

Despite its ambitious vision, OpenAI's leadership emphasised that advancing AI capabilities must be accompanied by safeguards and human oversight.

"Powerful systems must remain safe, aligned with human intent, and subject to human control," Altman and Pachocki wrote.

The pair pushed back against the idea that the ultimate goal of AI should be complete automation. Instead, they argued that technology should augment human potential rather than replace it.

"Entirely automating everything is not the future we want. It would be unfulfilling, and it would be dangerous. AI should help people pursue their goals, not become untethered from them."

The blog post also renewed OpenAI's call for international cooperation around AI governance. Altman and Pachocki argued that managing increasingly capable AI systems will require coordination between governments, companies and researchers across borders.

They reiterated support for the creation of an international body dedicated to reducing AI-related risks and overseeing the development of frontier systems. Such an organisation, they suggested, could even intervene to slow the pace of AI development if necessary.

The company's leaders also warned against concentrating the benefits of AI in the hands of a small number of powerful organisations.

"A good AI future cannot be one where a small number of institutions control most of the capability and most of the upside," they wrote. "It should be a future where many people, companies, communities, and countries can build, benefit, and hold power."

The timing of the statement is notable. It arrived on the same day OpenAI revealed that it had confidentially filed paperwork for an initial public offering, although the company indicated that a public listing may still be some time away.

It also comes amid growing debate within the AI industry over the pace of development. Last week, researchers at Anthropic argued that frontier AI capabilities are advancing so rapidly that the industry may eventually need mechanisms to temporarily slow progress if safety research and societal preparedness fail to keep pace.

OpenAI's latest vision suggests the company sees its next challenge not as creating smarter AI alone, but ensuring that the technology can be distributed responsibly, governed effectively and used widely enough to deliver benefits beyond Silicon Valley.
