Kenya and China sign zero-tariff deal, but can it fix a $4 billion trade gap?

Kenya and China on March 24 took a step ahead in their efforts to fix a deeply lopsided trade relationship, with top leaders from both countries signing a zero-tariff agreement that could open one of the world's largest consumer market to Kenyan goods. But for Kenya, with a trade deficit running at over $4 billion, the road ahead remains steep.

"Kenya and China have signaled a renewed commitment to rebalancing their trade relationship, with senior leadership from both countries endorsing a zero-tariff framework and expanded investment cooperation during a high-level bilateral engagement," Kenya's foreign ministry wrote on X.

What the deal covers?

At the heart of the renewed push is the Kenya–China Early Harvest Agreement, which gives Kenyan exports duty-free access to about 98.2 percent of Chinese tariff lines. In practical terms, this means goods like tea, coffee, avocados, macadamia nuts, and a range of horticultural products can now enter China without attracting import tariffs.

Kenya's Deputy President and China's Vice President both backed the framework during a high-level bilateral meeting, signalling that the agreement carries political commitment from both the governments.

Numbers tell a hard story for Kenya

Despite the high level diplomatic engagement, the trade figures paint a stark picture. In 2024 alone, Kenya imported goods worth about $4.3 billion from China, which included high valued products such as machinery, electronics, vehicles, and manufactured products. While in return, Kenya exported goods worth only around $197 million. That is a gap of more than 20 to one.

Kenya sells China mostly raw or low-processed commodities, while China sells Kenya high-value finished goods. Until that basic structure changes, tariff relief alone is unlikely to move the needle significantly.

Making the opportunity work

Speaking at a Kenya–China Business Forum, Deputy President Professor Kithure Kindiki stressed that businesses on both sides must build stronger direct linkages, and that Kenyan producers need to be ready to compete in the Chinese market. He highlighted that Kenyan manufacturers need to focus on the every aspect of their products, and need to build a resilient supply chain.

China's Vice President, in turn, reaffirmed Beijing's willingness to ease market access, improve trade logistics, and encourage Chinese firms to invest in Kenya's priority sectors.

What Kenya wants from Chinese investors?

Nairobi is positioning itself as a regional manufacturing and logistics hub, actively courting Chinese investment in agro-processing, cold chain infrastructure, and industrial production within its Export Processing Zones and Special Economic Zones. The government has promised to build a stable policy environment and investor-friendly reforms.

Further announcements are expected at the upcoming Kenya International Investment Conference, where additional agreements may provide more detail on how both countries plan to turn this agreement into concrete outcomes.
