Brics backs India’s push against terrorism, condemns Pahalgam attack

Members of the Brics Foreign Ministers’ Meeting (FMM) have backed India’s major diplomatic priorities, extending support to the four pillars of India’s chairship: Resilience, Innovation, Cooperation, and Sustainability.

Brics ministers condemned terrorism in all its forms and manifestations, including cross-border terrorism, and denounced the 2025 terror attacks in Jammu and Kashmir. In the Brics FMM Outcome document, member nations also rejected double standards in countering terrorism.

On United Nations reforms, BRICS members reiterated support for comprehensive reform of the UN, including the Security Council, to make it more democratic, representative, effective and efficient. India’s aspirations to play a greater role in the UN system, including in the Security Council, received explicit backing from Russia and China.

The Outcome Document also marked the first-ever mention of the Coalition for Disaster Resilient Infrastructure (CDRI), signalling growing acceptance of the India-led initiative within Brics.

Several India-led initiatives received recognition during the meeting. Brics acknowledged digital public infrastructure as a key enabler of inclusive economic growth, while the International Big Cats Alliance was recognised as an important Indian initiative for biodiversity conservation.

The ministers also congratulated India on successfully hosting the AI Impact Summit in February 2026, noting that the summit would help strengthen international cooperation on shared priorities in artificial intelligence.

Traditional medicine systems were also acknowledged in the document, reflecting India’s continued push to integrate traditional knowledge into mainstream global health cooperation.

Additionally, ministers welcomed progress on establishing the BRICS Online Archival Database, an initiative proposed by Prime Minister Narendra Modi.

Brics FMM ends without joint statement

The BRICS foreign ministers’ meeting in New Delhi concluded on Friday without a joint statement after member nations failed to reach a consensus on the escalating conflict in West Asia.

Instead of a joint declaration, India issued a chair’s statement at the end of the annual meeting in New Delhi, emphasising that member countries held differing views on the situation in West Asia.

Despite the deadlock on West Asia, the bloc managed to reach consensus on nearly 60 other agenda items, including energy cooperation, Digital Public Infrastructure (DPI), trade, climate action, financial inclusion and reforms of global governance institutions.
