Pahalgam terror attack: NIA names LeT chief Hafiz Saeed in supplementary chargesheet

The National Investigation Agency (NIA) has filed a supplementary chargesheet in the Pahalgam terror attack case, naming Lashkar-e-Taiba (LeT) chief Hafiz Saeed as an accused.

According to the NIA, Saeed has been chargesheeted both in his individual capacity and as the head of the banned terror outfit Lashkar-e-Taiba and its proxy organisation, The Resistance Front (TRF).

He has been charged under relevant provisions of the Bharatiya Nyaya Sanhita (BNS) and the Unlawful Activities (Prevention) Act (UAPA).

The agency alleged that Saeed conspired from Pakistan to wage war against India and played a key role in planning the April 22, 2025, terror attack in Pahalgam, Jammu and Kashmir.

The Pahalgam terror attack claimed the lives of 26 people, including 25 tourists and one local civilian, making it one of the deadliest attacks in Jammu and Kashmir in recent years. The NIA has said its investigation into the case is continuing.

Earlier chargesheet and investigation

The original chargesheet, filed by the NIA in December last year, had named seven accused, including the banned Lashkar-e-Taiba (LeT) and its proxy outfit, The Resistance Front (TRF).

According to the agency, investigators linked the attack to LeT/TRF after tracing the origin of two messages posted on TRF's digital platforms to Pakistan. One message claimed responsibility for the attack soon after it took place, while another later denied the outfit's involvement.

The earlier chargesheet also named top Lashkar handler Sajid Jatt, along with three Pakistani terrorists killed by security forces during Operative Mahadev in 2025—Faisal Jatt alias Suleman Shah, Zibran and Hamza Afghani—as accused.

It further named arrested Kashmiri locals Parvaiz Ahmad and Bashir Ahmad Jothad, who allegedly provided shelter and logistical support to the attackers before the assault.

"NIA continues to probe the case RC-02/2025/NIA/JMU to unravel the complete conspiracy by Pakistan, which has been actively sponsoring terrorism on Indian soil from across the border," the agency said in a press release.

Hafiz Saeed's previous involvements in terror attacks

This is not the first case in which Hafiz Saeed has been mentioned as an accused. As per Ministry of Home Affair 2019 notification, Saeed had been involved in large number of terrorist attacks in India.

The list includes: Red Fort attack (22nd December, 2000)-- 3 persons including 2 army jawans were killed, Rampur attack (1st January, 2008)-- 7 CRPF personnel and 1 civilian were killed, 26/11 Mumbai attack (26-28 Nov.2008)-- 166 people killed including 25 foreigners and 235 people were injured.

He was also involved in attack on BSF Convoy at Udhampur in Jammu & Kashmir (5th August, 2015).
