New York City's Mayor Zohran Mamdani's bid to freeze rents for nearly one million rent-stabilised apartments reached a crucial phase on Thursday, when the panel that decides whether rents should go up casts its preliminary vote. The panel in question is called the Rent Guidelines Board.

The body is expected to agree on ranges of potential increases for one or two-year leases on the apartments in New York City. If the panel is open to backing a rent freeze, the ranges approved at Thursday evening's meeting are expected to begin at 0 per cent.

During the latest voting, the board will officially approve either a rent increase or a freeze when it votes again on June 25. According to The New York Times, before voting, the panel will analyse the economics of rent-stabilised buildings, renter incomes, wage data, inflation and changes in the city's housing supply, along with a host of other metrics to reach its decision.

The call comes amid an affordability crisis

The voting is coming at a time when the city is facing one of its starkest affordability crises ever. NYC is facing worse housing shortages in nearly 60 years. This has led to housing costs soaring. According to the renting platform StreetEasy, the median asking rent on a new lease was about $4,120 in April 2026, which is up from $2,800 in April 2019.

Last year, the Rent Guidelines Board voted to allow an increase of 3 per cent on one-year leases and 4.5 per cent on two-year leases. In the past, the panel's decision has always been contentious. However, its work is garnering attention this year since the NYC mayor's campaign last year promised a rent freeze.

Apart from this, the city is also seeing complaints about the increasing costs of owning and maintaining property in New York City. It is important to note that all nine members of the board are appointed by the mayor of the city.

Mamdani has appointed a majority of its current members, making it more likely that the panel will back a freeze. However, the board is supposed to operate independently and free of the mayor's influence.

“I trust that they will consider all the factors facing the city’s rent-stabilised tenants and come to an appropriate decision,” Mamdani said in February when he announced his board appointments. "Together we are building a city where every person can afford a roof over their head," he said at that time. Hence, it'll be interesting to see how the board will vote this time.
