AFP Photo"][/caption]The Karachi Project was set up by the ISI and terror groups like the Lashkar-e-Toiba (LeT) and HuJI in 2003 and involves fugitive Indian jihadis and serving and retired officers of the Pakistan army.The 'project' involved recruitment of Indian youth by LeT, training them in Pakistan and sending them back to perpetrate terror in India back for terror attacks against India.The Foreign Policy magazine reports:

The origins of the Karachi Project reportedly date back to 2003, when, under intense US pressure, then Pakistani President Pervez Musharraf closed "Forward Section 23," a combo of safe houses and camps in Indian-occupied Kashmir that had provided cover and refuge to top militants.

The project responsible for the German Bakery attack in Pune in 2010, the revelations of which were made by David Cole Headley to the FBI in December 2010, is named after the Pakistani port city that allegedly harbours Indian underworld dons like Dawood Ibrahim and Tiger Memon.India Today reported, "It is part of an overall strategy which, Admiral Dennis Blair the director of National Intelligence told a US Senate committee on 3 February, was for Pakistan to 'use militant groups as an important part of its strategic arsenal to counter India's military and economic advantages'."The Karachi Project has been directly responsible for the deaths of over 500 Indians in 10 bomb blasts since 2005.
