Microsoft explains that Xbox Scorpio developers need not limit their games to the Xbox One console

Microsoft will not put any limitations in place to keep its older Xbox One console in the game.

While Microsoft has yet to officially announce the both the hardware specifications and the bump in performance of the Xbox Scorpio over the outgoing Xbox One console, there's one more detail that just got clarified today. In a response to a Twitter user's question about Microsoft capping the capabilities of its upcoming console, Xbox Scorpio, engineering lead Mike Ybarra, replied to the conversation by clarifying that Microsoft will not put any limitations in place to keep its older Xbox One console in the game.YBarra replied that there was no fps parity in place by saying, "No, there isn't. This is up to the developer to choose, for their games, what they want to do."
Soon enough there was another tweet from YBarra clarifying Microsoft's policy: "Developers are free to choose how they use the power of Project Scorpio for games. We have no requirements limiting framerate or fidelity," The Scorpio has so far been positioned as the "most powerful console ever made". So it would indeed be unfortunate if developers could not use the full potential of this "powerful" hardware.
However, another tweet, again from Microsoft Studios confirmed that most multiplayer game developers would prefer to keep frame rate consistent. So at least in the case of multiplayer games, the frames rates would in all probability be dependent on the Xbox One's capabilities.
