The prime minister has just been doing his personal PR, but no concrete work has been done," Rahul Gandhi said during a roadshow here ahead of the Delhi assembly polls."People are asking when will you (Modi) stop talking and start working? There is favouritism for some, and nothing is being done for the poor."Congress is the party of the poor.
