Outgoing Delhi Police Chief Neeraj Kumar bids an emotional farewell

New Delhi: Outgoing Delhi Police Commissioner Neeraj Kumar in his last address to the force on Wednesday said that at the end of his 13 month tenure he was "both happy and sad".Teary-eyed, Kumar in a trembling voice said: "After 37 years of the police duty I have a mixed feeling today (Wednesday).
